No, if you have 40 place in a barrack, and you have 14 in it, those will fight in case of battle. On the other hand, if you are short of workers, and barracks are set low priority, those 14 soldiers will leave service, and go back to normal villager.

as they are changing round by round, yes it is almost impossible. but you can live with that, you can have a short margin for natural changes, and maybe a bit higher for accidents (enemy actions)
